A planning application has been submitted seeking approval for 12 semi-detached dwellings in Baxenden (pdf, 175kb). It is recommended that this application is approved. This will be considered at the Planning committee meeting on Wednesday 14th August 2013.
07 August 2013

A report is being submitted to provide Members with details of a potential scheme and associated costs for a secure dog exercise area in Letcliffe Park, Barnoldswick (pdf, 28kb). It is recommended that the Committee does not proceed with the potential scheme and that dog bag dispensers are not transferred to Letcliffe Park from Valley Gardens. This will be discussed at West Craven  Committee meeting on Tuesday 6th August 2013.

Decision made - the decision was deferred until the next meeting of this Committee. Members asked that the Engineering and Special Projects Manager provides costings for three different specifications which will be submitted to the 3rd September meeting.

07 August 2013

A report is being submitted to update members of the committee on where things currently stand with regeneration in Brierfield (pdf, 41kb). It is recommended members note the progress of the items listed in the report. This will be discussed at the Brierfield and Reedley meeting on Tuesday 6th August 2013.

Decision made - members noted the report and asked that the Head of Economic and Regeneration keep them updated at future meetings with regards to the funding and design of the projects.

06 August 2013

A report is being submitted proposing the installation of a free-to-use pay-and-display car park ticket machine in Nelson Town Centre (pdf, 39kb). This would replace the current parking disc system in place at the present time. It is recommended that a solar-powered would be the best choice at this time and that the matter is looked into further. This will be considered at the Nelson committee meeting on Monday 5th August 2013.

Decision made - that the alternative system not be purseud as the present disc controlled system works satisfactorily.

A report is being submitted to members inform them of the Council’s use of Twitter and recommendations to promote its use as a method of contacting the Council (pdf, 82kb). It is recommended that members note the report and approves that the Council extends its use of Twitter to encourage residents to use it as a method of contacting the Customer Contact Centre for all Council services. This will be discussed at the Cabinet meeting on Wednesday 31st July 2013.

Decision made - that the report be noted and approval be given to extend the Council's use of Twitter, to encourage residents to use it as a method of contacting our Customer Contact Centre for all Council services.

A report is being submitted to members to update them on the latest Waste Services resident satisfaction survey and the developments in efficiency savings through the current shared service agreement with Rossendale Borough Council (pdf, 251kb). It is recommended that members note the report and make comment or suggestions. This will be considered at the Cabinet committee meeting on Wednesday 31st July 2013.

Decision made - that the report be noted.

01 August 2013

A report is being submitted to members to update them of the financial spending of the Council at the end of June 2013 and the prediction of the outturn position by March 2014 (pdf, 94kb). It is recommended that members note the report ask that the Corporate Management Team continue to identify areas money can be saved over the coming months. This will be considered at the Cabinet committee meeting on Wednesday 31st July 2013.

Decision made - that the report be noted, and Corporate Management team be asked to continue identify savings and generate a surplus on the 2013/14 budget, to assist with future potential financial pressures the Council would face given the Government's announcement of the future funding for local government in its Comprehensive Spending Review in June 2013.

The Scrutiny Panel are set to discuss the possibility of setting charges for bulky waste collection services in Pendle. Members will discuss the pros and cons of the idea and consider whether taking the idea further. This will be considered at the Scrutiny Panel meeting on Tuesday 30th July 2013.

Decision made - members discussed the idea and will submit a report to the Scrutiny Management Team on 20th August 2013. If the Scrutiny Management Team agree with the proposals, it will go along to the Executive to seek approval from the Council.

31 July 2013

The Scrutiny Panel are set to discuss the possibility of setting charges for organisations holding events in local parks. Some events cost the Council quite large sums of money, including when paying for damages to the area once the event is over. Members will discuss the pros and cons of the idea and consider whether taking the idea further. This will be considered at the Scrutiny Panel meeting on Tuesday 30th July 2013.

Decision made - members discussed the idea and will submit a report to the Scrutiny Management Team on 20th August 2013. If the Scrutiny Management Team agree with the proposals, it will go along to the Executive to seek approval from the Council.

A report is being submitted to Executive to provide an update on capital expenditure and resources position along with highlighting any variances. It is recommended that members recommend to Full Council a revised capital budget for 2013/14 totalling £27,769,702. This will be considered at the Executive meeting on Tuesday 23rd July 2013.

A report is being submitted to Executive seeking approval for the Empty Homes Clusters Compulsory Purchase Order as detailed in the report. It is recommended that members approve the purchase. This will be considered at the Executive meeting on Tuesday 23rd July 2013.
